Strategic Plan Updates

Strategy for Commercial Corridors and Opportunity Sites:

Based on the draft Strategic Plan, staff will present a workshop at an upcoming Village Board/Committee-of-the-Whole meeting to set the direction and strategy for the Village’s commercial corridors and opportunity sites. This will include a review and update to the land use map.

Code and Process Update

Use and Bulk Tables for Nonresidential Districts & Associated Liquor Code Changes: The Use and Bulk Tables for Nonresidential Districts were reviewed by the Village Board on April 15th and the CED Committee on May 8th. Staff elaborated some of the land use definitions and clarified how the eating and drinking establishments match up with the current liquor classifications. Section 83-66 of the Code has the current classification for liquor licenses. Tasting Rooms would be operated by an off-premise licensed retailer which needs a new liquor license assigned.

HG-1814-S Hindu Temple PUD Amendment: In 2003, the Hindu Temple located at 14630 S. Lemont Road received a PUD approval for a place of worship along with an accessory building to be used as living quarters for the clergy. Now, they are seeking approval for an additional living quarters on the south side of the existing living quarters for temple services.

Venetian Court (Public Hearing):  Consideration of (1) a Variance to reduce the required front yard setback for the dwelling located on the subject property from forty (40) feet to twenty-nine (29) fee; and (2) a Variance to reduce the required corner side yard setback for the dwelling located on the subject property fro forty (40) feet to nineteen (19) feet.

12361 W. 159th Street Workshop for an R-6A Attached Single-Family Residential Subdivision: The applicant, Peter Paraskis, presented his concept for an R-6A Attached Single-Family Residential Subdivision on certain real property located at 12361 W. 159th Street. The property will need to be rezoned from A-1 Agricultural District to R-6A Attached-Single Family. This project will require a Plat of Subdivision and will be processed as a Planned Unit Development (PUD).

The PUD review will include standards establishing density, approximate height and location of buildings and improvements, structure elevations and record the location of natural features of the property in keeping with the land use development policies of the Village.

HG-1727-S PI Tower Development, LLC (Public Hearing): Consideration of a Special Use Permit for a Wireless Communication Facility, 150’ in height, in the A-1 Agricultural District for 17239 S. Parker Road, Homer Glen. The applicant is requesting any relief necessary to construct the Wireless Communication Facility on the subject property.

HG-1809-PVA O’Malley Builders, Inc. (Public Meeting):
Consider a request for: (1) a Plat of Subdivision; (2) a Map Amendment (rezoning) from A-2 Rural Residential to R-3A Single-family Residential District; and (3) Site Plan with certain Variances for the proposed O’Malley Court/Duke Subdivision located at 12513 W. Hadley Road, Homer Glen, Illinois. The Plan Commission conducted a public hearing on March 15, 2018 and directed the applicant to come back with a landscape buffer between the Windsor Court Subdivision and the proposed Duke Subdivision.

 HG-1809-PVA O’Malley Builders, Inc. (Public Hearing): Consideration of a request for: (1) a Plat of Subdivision; (2) certain Variances; and (3) a Map Amendment (rezoning) from A-2 Rural Residential to R-3A Single-family Residential District for the proposed O’Malley Court Subdivision located at 12513 W. Hadley Road. A Plan Commission workshop was held on February 1, 2018 to review the concept plan for the subdivision.

HG-1810-A Village of Homer Glen (Public Hearing): Consideration of Zoning Code Text Amendments to the Use and Bulk Tables for Nonresidential Districts [Table 2 or Chapter 220 (Zoning) of the Code of the Village of Homer Glen]. The first draft of the text amendments was presented to the Community and Economic Development (CED) Committee on January 9, 2018 and further feedback was sought at the February 13, 2018 meeting. The CED Committee also directed staff to create standards for allowing Off Track Betting as an accessory use to a restaurant.

Annico Business Park Initiative:

The purpose of this initiative is to allow Annico Business Park a more diversified set of uses and to fully designate it as an I-1 Light Industrial Park. Annico Business Park has been home to a variety of commercial and light industrial-type businesses in the past. In some cases, new businesses must seek a Special Use Permit, requiring additional time and expense to go through the zoning process. Recognizing the uniqueness of this park, and the fact that the 2005 Comprehensive Plan designated the area as a ’Business Park,’ staff has recommended rezoning the entire park to I-1 Industrial. As a part of the Zoning Code updated described above, staff included relevant commercial uses in the I-1 Industrial District to make this park a hub for thriving commercial and light industrial businesses.

Development Review Fees:

Staff will be presenting suggested changes to fees relating to annexations, zoning, subdivision and professional services at the December 12, 2017 CEDC meeting. The professional service fees were last amended in August 2004 via Ordinance 04-057. It is in the best interest of the Village to review and amend the development review fees from time to time. Staff will compare Homer Glen’s current fees with comparable communities and present suggested amendments to the current fees to make them more competitive, as well as to streamline the administrative process relating to collecting and refunding deposits.
